Why none of this is finished
The site is pre-launch. There are 24 open questions on the compliance register, 18 of which have to be closed before this site takes a single real registration or application. Several are genuine legal judgements rather than admin: which condition applies to the sensitive information a CV carries, who is responsible for an application at the moment it reaches an employer, and how long anything is kept.
Publishing the structure while those answers are outstanding is deliberate. It is easier for a solicitor to correct a specific draft than to start from a brief, and it is harder for the business to quietly skip a question that is written down.
